Deputy CIO for a Leading European Financial Group’s Consumer Finance Business

Case Studies

As CIO mandates become broader, organisations can no longer rely exclusively on traditional succession paths or job titles when identifying the next generation of technology leaders. Functional expertise remains essential, but future CIOs increasingly need to understand the entire technology ecosystem, connect technology decisions with business priorities and lead organisations through continuous transformation. This assignment demonstrated the value of challenging conventional search parameters. By assessing executives progressing towards CIO level alongside leaders who had already operated at CIO level, Monfort Partners helped the organisation identify the right combination of experience, leadership maturity and future potential. At Monfort Partners, we partner with organisations across software, technology, fintech and financial services to identify transformational leaders who accelerate growth, strengthen leadership teams and create long-term business value. Because the right executive appointment does more than fill a leadership position. It changes the trajectory of a business.

Client Situation

Technology leadership in financial services is becoming broader and more complex. CIOs are increasingly expected to combine operational resilience and governance with digital transformation, cybersecurity, data, AI, architecture and close alignment with business strategy.

Our client was undertaking a broader technology transformation and required additional leadership capacity within one of its consumer finance businesses.

The organisation sought a Deputy CIO who could operate across the full technology agenda, challenge existing ways of working and help translate business priorities into technology execution.

Importantly, the appointment was designed not only around the immediate requirements of the role. The organisation also wanted an executive with the potential to evolve into broader CIO-level responsibilities over time, making leadership scalability a critical dimension of the search.

The Challenge

This was not a conventional Deputy CIO appointment.

The organisation needed a technology executive capable of combining a breadth of capabilities that is difficult to find within a single profile.

• Experience across software engineering, architecture, infrastructure and operations.

• Understanding of cybersecurity, operational resilience, data and AI.

• Exposure to technology governance, vendors, budgets and regulated environments.

• Ability to translate business priorities into technology strategy and execution.

• Credibility with senior management and business stakeholders.

• Transformation leadership, people development and the ability to challenge established ways of working.

• Potential to assume broader CIO-level responsibility over time.

The search quickly highlighted the difference between functional technology excellence and enterprise-wide technology leadership.

Many strong executives immediately below CIO level had developed significant depth in individual areas such as engineering, infrastructure, architecture, cybersecurity, data, product or transformation. Far fewer had gained sufficient exposure across the complete technology landscape required by the mandate.

Success therefore depended on assessing breadth, complexity, leadership maturity and future potential rather than relying primarily on hierarchy or job title.

Our Approach

Monfort Partners designed the search around a fundamental question: where do you find a Deputy CIO who already has the breadth and maturity to operate at CIO level?

Our initial market mapping focused on senior technology executives operating immediately below CIO level, particularly within banking, consumer finance, fintech and other complex technology environments.

When the research showed that many high-quality functional leaders lacked sufficient enterprise-wide exposure, we deliberately expanded the search universe.

• Market mapping across banking, consumer finance, fintech, technology and consulting.

• Assessment of senior executives progressing towards CIO level alongside current and former CIOs and CTOs.

• Evaluation of breadth across engineering, architecture, infrastructure, cybersecurity, data, AI and governance.

• Leadership assessment focused on transformation capability, stakeholder influence and people leadership.

• Analysis of financial services relevance, organisational complexity and regulated-environment experience.

• Evaluation of long-term scalability and potential for broader CIO-level responsibility.

This approach allowed us to compare two distinct talent pools: high-potential executives progressing towards CIO level and established technology leaders who had already operated with enterprise-wide responsibility.

Expanding the market beyond conventional Deputy CIO profiles materially broadened the available leadership pool and created a more nuanced view of what CIO readiness looks like in practice.

Key Insights

Functional Excellence Does Not Automatically Translate into Enterprise Technology Leadership

The market offered strong executives across engineering, infrastructure, architecture, transformation, product and data. However, the mandate required someone capable of understanding how all these areas interact and making decisions across the entire technology ecosystem.

This breadth is particularly important in financial services, where technology leadership must balance innovation and speed with operational resilience, cybersecurity, governance and regulatory requirements.

CIO Readiness Is About Breadth as Much as Seniority

Job title alone proved to be a poor predictor of readiness for the role. Some executives below CIO level demonstrated strong leadership potential but lacked exposure to critical areas of the technology landscape, while some current CIOs had the required breadth but were operating at a different level of seniority or scope.

The search therefore required a more nuanced assessment of responsibility, complexity, leadership maturity and future potential.

Expanding the Search to CIO-Level Talent Can Materially Change the Candidate Pool

A key turning point was the decision to look beyond the conventional Deputy CIO population. Including executives who had already held CIO or CTO responsibility provided access to leaders who had managed the complete technology agenda.

This reinforced an important executive search principle: for senior leaders, the organisational challenge, transformation potential and future scope of a role can sometimes be more important than the title itself.

Financial Services Technology Leadership Requires an Increasingly Broad Capability Set

The CIO agenda now spans traditional technology operations alongside digital transformation, data and AI, cybersecurity, architecture, business understanding, governance and organisational leadership.

Finding all these capabilities in a single executive significantly narrows the market, particularly when the organisation also requires someone capable of leading people, influencing senior stakeholders and driving transformation.

Future CIO Potential Requires More Than Technology Expertise

A future CIO needs credibility not only with technology teams but also with senior management and the wider business.

Communication, stakeholder management, judgement, resilience and the ability to translate business strategy into technology priorities therefore became important differentiators throughout the process.

Outcome

Following an extensive market mapping, assessment and interview process, the organisation selected an experienced technology executive with previous CIO-level responsibility and a strong background in financial services and complex technology environments.

The selected executive brought broad exposure across software development, architecture, infrastructure, cybersecurity, data and AI, together with experience operating in executive leadership environments and leading significant technology organisations.

Crucially, the profile demonstrated the combination that had proved hardest to identify during the search: enterprise-wide technology breadth, transformation experience, people leadership and the potential to assume broader technology leadership responsibilities over time.

Beyond the appointment itself, the assignment provided the client with a broader perspective on the available technology leadership market and the different pathways through which executives develop genuine CIO readiness.
